One significant issue, is that the government apparently uses the same Internet protocols and the same operating systems as the private sector, making cyber security a universal problem as opposed to a governmental problem. Hackers may find a greater payload in targeting critical infrastructure such as power grids, financial or communication networks or air traffic control systems than in attacking the CIA or the Pentagon. The proposed rules claim that Cisco’s built Internet routers have over 28.1 million lines of code- does anyone realistically foresee the government being able to regulated something so large? It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months.
EXECUTIVE ORDER 12148 created the Federal Emergency Management Agency (FEMA) that is to interface with the Department of Defense for civil defense planning and funding. An “emergency czar” was appointed. FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.
EXECUTIVE ORDER 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and granted the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry. Many of the figures in the Iran-Contra scandal were part of this emergency contingent, including Marine Colonel Oliver North.
Officials said this was not in response to any single development on an outbreak that has lasted months and has killed more than 1,000 people in the United States. So why declare a National Emergency now?

Now comes the news that the mayor of Moscow has decided to stop it from snowing. The mayor’s office will hire the Russian Air Force to spray a fine chemical mist over the clouds before they reach the capital.
The air force will use cement powder, dry ice or silver iodide to spray the clouds from Nov. 15 to March 15 — and only to prevent “very big and serious snow” from falling on the city, said Andrei Tsybin, the head of the department. This could mean that a few flakes will manage to slip through the cracks. Precipitation enhancement is the one form of weather modification done in California; hail suppression (reducing the formation of large, damaging hailstones) and fog dispersal (when fog is below freezing temperature) projects are conducted in other states.
Winter orographic cloud seeding has been practiced in California since the early 1950s. Most of the projects are along the central and southern Sierra Nevada with some in the Coast Ranges. It has spent nearly two decades using radio waves to probe Earth’s magnetic field and ionosphere. HAARP’s high-frequency radio waves can accelerate electrons in the atmosphere, increasing the energy of their collisions and creating a glow.
February 2008, HAARP induced a strange bulls eye pattern in the night sky. Instead of the expected fuzzy, doughnut-shaped blob, surprising irregular luminescent bands radiated out from the centre of the bulls eye, according to Todd Pedersen, a research physicist at the US Air Force Research Laboratory in Massachusetts, who leads the team that ran the experiment at HAARP.
