The earth’s plates shift all the time naturally, but what else could cause the earth to shake, rattle and roll? HARRP and its Harmonics, CERN messing around with particle physics testing, and underground nuclear testing must have some effect and could appear as an explanation of an increase in the frequency and magnitude of earthquakes.

Another, unincorporated territory of the United States is the North Pacific Ocean is The Johnston Atoll, 2.8 km²at 16°45′ N 169°30′ W, about one-third of the way from Hawaii to the Marshall Islands. The area was a U.S. nuclear weapons test site and later the site of the Johnston Atoll Chemical Agent Disposal System (JACADS). The island is not open to the public so we have no idea what, if anything goes on there. I’d suspect water damage being as the epicenter was pretty close at 172.093°W.
