GULF OF MEXICO OIL SPILL AND AFFECTED COASTLINE CLOSED

The media blackout continues.  The airspace over the coastal waters around the Deepwater Horizon Oil Spill have been closed by the FAA. 

Pursuant to 14 CFR section 91.137(a)(1) temporary flight restrictions are in effect for deepwater horizon/mississippi canyon (mc252) incident cleanup and reconstitution operations…All aircraft operations are prohibited except those flights authorized by ATC, routine flights supporting offshore oil operations; federal, state, local and military flight operations supporting oil spill recovery and reconstitution efforts; and air medical and law enforcement operations. http://tfr.faa.gov/save_pages/detail_0_5100.html 

The closing of airspace does occur from time to time for everything from a military air show, to the arrival of a VIP.  Other recent airspace closures can be found at http://tfr.faa.gov/tfr2/list.html.  Most recently, much of Europe airspace was closed and blamed on the often invisible ash cloud from the Iceland Volcano.  We saw airspace closed in the entire U.S. immediately after the events of 9-11.

So why close the airspace over an oil spill?

While we no longer have Posse Comitatus anymore with active U.S. Military Troops on U.S. soil, we now have BP hiring private security contractors to protect the oil spill, cleanup efforts and keep onlookers away.

Even Anderson Cooper of CNN,  was warned by FEDERAL WILDLIFE OFFICIALS to avoid doing a bird clean up interview and when pursuing images of the clean up area, was denied access by a NATIONAL GUARD Troops. 
 
 
Now we have the National Guard, The FAA, and private contractors all denying access.  Who and what authorizes BP, and a mercenary security firm like Talon Security to have the right to provide security in the Gulf in the first place?  Should privatized corporate law enforcement be a surprise. 
 
Representative Gene Taylor (D-MS 4th) an 11th term Democrat from Mississippi, in a letter to President Obama asks:

Should the federal government demand and regulate all oil employees who work on the oil rigs?  Should the federal government provide security on and around oil production rigs? On May 5th, 2010, “Taylor flew over the spill in a Coast Guard plane on Saturday and said it was “not as bad” in an interview with a Biloxi TV station. Chocolate milk does not require the coast guard, AirForce, private security personnel and closed airspace.  Relying only on BP data is BS.  BP appears to have control over Nat’l Incident Mngt Systems data.

What this means to the non-GIS layperson:

1) The current configuration and process allow BP to limit or slow down the flow of information about the extent of the disaster to the government, the public and law enforcement, which I believe is against the spirit and letter of NIMS*.

2) The current process allows BP to treat GIS datasets as proprietary information. It is my understanding that public agencies, like The US Fish and Wildlife Service and The Louisiana National Guard, are literally submitting the only copy of agency field data directly to a BP GIS server behind the corporate firewall. Examples of these data are; dead bird and fish locations with photos, boom deployment and engineered construction, dates, along with other descriptive information and photos.

3) The GIS information is essential to the recovery of public resources, and some data belongs to US taxpayers, not BP. BP is paying for the hardware and collection of these GIS datasets, yet it is my understanding that the data belong to the people of the United States. BP must not be allowed to protect these data as if they were a proprietary product.

4) State Emergency Operation Center staff, Parish EOC staff, and other Emergency Responders and Recovery Specialists do not have access to these GIS datasets, contrary to all NIMS guidance, protocols and principles. The effort to slow down the flow of information is at the expense of the containment and cleanup effort of the responders and is in our opinion, suspect behavior by BP.

5) The Federal On Scene Coordinator at ICP Houma, US Coast Guard Captain Ed Stanton, standing with USCG Rear Admiral James Watson, approved the National Incident Management System (NIMS) compliant design, and ordered the first database and server. That server was received by BP, and placed behind the BP firewall.

Conclusion–At the very least, per NIMS, there must be redundancy of GIS information managed jointly, and fully accessible to both the FOSC and the SOSC. Technology allows implementation of this design to occur instantaneously and automatically. http://www.theoildrum.com/node/6593

President Barack Obama declared war on the Gulf Oil spill in his first nationally televised address from the Oval Office.  Obama wagged a finger in emphasis and insisted that oil giant BP will pay for the extensive environmental and the economic damage to the Gulf region. Duration: :01:32.

Volcanic Ash Predition, U.S.A.?

Iceland’s Volcanic Ash Dust Cloud Heading to North America, is Martial Law Coming With it?

The volcanic ash cloud forecast from eruptions from the Eyjafjallajokull glacier looks to have the ash cloud heading toward the eastern part of Canada and perhaps the eastern coast of the U.S.A. depending on weather patterns.  “Another setback came on Monday evening for millions of stranded passengers as Iceland’s Eyjafjallajokull volcano sent a fresh cloud of ash 15,000 feet into the air. If the volcano’ s dust reaches the U.S. can you imagine the chaos of closed airspace?

The Royal Navy was dispatched in the U.K to help stranded passengers, even as Fox is reporting that the Brits are re-opening some airspace.  You can follow some of the planes in real time here http://www.radarvirtuel.com/.  This seems a pretty stupid idea to give terrorists just one more tool to track airspace, none-the-less there it is- and here’s just one example of one flight that made it safely with all data for the world to see-

Implications of closing U.S. airspace would go far up to food chain and well into Homeland Security.  Would President Obama dispatch all those military personnel already on active duty on U.S. Soil, which is already a clear violation of  the Constitution?  Recall, the DoD Civilian Expeditionary Workforce Defense Directive 1404.10 (read  PDF ) promises exactly what President Obama said, “”We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set. Besides the ‘Consequence Management Response Force’ capability, putting on a legitimate face to XE, Blackwater, or The American Police Force does not preclude them from being a militia capable of effectively supporting state and federal emergency response units. Americans, by and large are civil peaceful beings- but being told that airspace is being restricted or closed due to an invisible ash cloud, well that might just put the loonies over the edge.   

Would governors declare states of emergency calling out the national guard?  Ah, but the The John Warner Defense Authorization Act of 2007  later repealed by the Insurrection Act gives the President the ability to declare a public emergency and station the military anywhere in America and take control of state-based National Guard units without the consent of the governor or local authorities.  You may recall no one has rescinded the state of emergency from the false H1N1 pandemic.

When it snowed in D.C., the government for all intents and purposes shut down- would it again if the ash cloud is so prominent that it inhibits air travel and is caustic to breath?  As if we don’t already have enough fluoride and silica in our diets.  And, too much salt as so the nanny government, besides owning banks and car manufacturers is going to work with the food industry to gradually reduce sodium in everything from soup to nuts http://www.upi.com/Health_News/2010/04/20/US-planning-to-reduce-salt-in-food/UPI-37521271766209/  That’s what I call nutty!

At least Europe has some alternative transportation options by ferry or train, not so much in the States.  “Washington – including the president – is stalling on critical legislation that maps the way for getting people and goods from here to there: the transportation bill. After the Haiti quake, the U.S.S. It is unlikely that America will be thrown into chaos over this ash cloud. What catastrophe befalls us next is any one’s guess.  Earthquakes, Hurricanes, Nuclear Attack, Anthrax, Biological Weapons, an invasion by foreign troops or aliens? 

With a million troops awaiting action, in the meantime the least they could do is patrol the borders.

Really, what the f#*& could our commander and chief thinking to allow an Air Force One Boeing Jet to fly over NYC for a supposed photo op?  Talk about audacity.  Has he got his head completely stuck up his ass?

The plane looks like it is on maneuvers rather than a sightseeing mission. C’mon conspiracy theorists!  It resembled Air Force One on a “pre-planned” military flight taking photos of the Statue of Liberty and Lower Manhattan, according to the Federal Aviation Administration.

No wonder people panicked and evacuated buildings with terrorism still on the minds of many, post 911 and in the midst of Swine Flu Outbreaks with no cause. 

Apparently everything was coordinated with the FAA and other agencies but no one notified the tourists or the folks that work in the sky scrapers that had a birds eye view of the plane.  “People came pouring out of the buildings, the American Express Building, all the buildings in the financial district by the water.” http://www.liveleak.com/view?i=ff5_1240852075

Could you blame anyone for taking a dive for cover after 911’s fiasco?  Had those thousands of people taken off running instead of sitting there listening to reports from officials that the building was safe on 911, they might still be alive.  Watching an unidentified  jumbo jet pitching and and banking at 45 degree angles back and forth over the city and out your window- all the while being chased by close flying fighter jets ought to scare the hell out of anyone. 

I want to see the Godd&%ned pictures that were worth terrorizing NYC and America yet again.  The NY Times said: The mission on Monday, officials said, was set up to create an iconic shot of Air Force One, similar to one that was taken in recent years over the Grand Canyon. 

Kiss my tax paying ass to pay the $50,000 an a hour tab it take to fly the damned thing.  Lord knows what it costs for an F-16.  I wonder if it will be the White House Christmas/Kwanzaa Card?

If this act doesn’t prove the audacity of President Obama, nothing will.  The Statue of Liberty cried for the second time in her life.   Could no one in the entire government: The Pentagon, NYPD, The Department of Defense, Homeland Security, or any other taxpayer supported Federal Agency manage to PhotoShop a plane in front of the Statue of Liberty?  Give me a freaking break.

The information in this document is considered FOR OFFICIAL USE ONLY, and should only be shared with persons with a need to know. Information in this document shall not be released to the public or media.

1. The Department of Defense (DOD), in coordination with the Federal Aviation Administration (FAA), will conduct a flying photo op in the New York City Area on April 27, 2009 involving a transport and fighter aircraft. Below are the details regarding the operation.

• Date: Monday April 27, 2009 (Primary), April 28 or April 30 (weather backup dates)
• Number / Type Aircraft: 1 VC-25 and 2 F-16s. Actual photo op will only have VC25 and 1 F16.
• Callsign: VENUS01
• Departure point: ADW
• Arrival point: ADW
• Flight Plan: Crews will file two separate IFR flight plans:
ADW-JFK: KADW.. PALEO V44 SIE CAMRN4 JFK
Requested altitude FL190B210
EWR-ADW: KEWR..EWR7.BIGGY J75 MXE V378 BAL KADW

• Planned Departure Time: 0930 approximately
• Planned Time On Photo Op Location: 10:00 -10:30L.
• Planned Photo Op Altitude: 1000-1500ft
• Number of Passes: 2, possibly 3

The aircraft will depart ADW via IFR clearance as a three (3) ship formation to Sea Isle (SIE). At SIE one (1) of the fighters will leave the flight and return to ADW IFR via SIE ATR V308 BILIT ADW.

The VC25 and 1 F16 will proceed IFR to CAMRN intersection south of JFK. In the vicinity of CAMRN intersection the aircraft will cancel IFR and proceed VFR with New York TRACON (N90) towards the Verranzano Bridge. N90 will hand the aircraft off to Newark Tower (EWR) for the flight in the Upper NY and Newark Bay. Upon completion of the final pass the aircraft will be treated as a EWR departure and pickup an IFR clearance back to ADW.

The photo op portion of the flight will be VFR in accordance with the specified ground track as per the attached map (Attachment 1). On the northbound flight segments the fighter aircraft will be offset to the east by approximately ½ mile. During the southbound flight segment the fighter will re-position to remain offset to the aircraft within the depicted box.

The operation will be monitored by FAA Air Traffic Security Coordinators (ATSC) at the Domestic Event Network at FAA Headquarters from start to finish. Any questions or issues can be directed to the FAA ATSC at the DEN. The FAA ATSC can be reached at (202) 493-5107.

The Public Affairs posture for this effort is passive. No media or press releases are planned. Please direct all media inquiries to the FAA Air Traffic Security Coordinator at (202) 493-5107.
