Testing the Emergency Alert System.

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC) will conduct the first nationwide test of the Emergency Alert System (EAS). The nationwide test will occur on Wednesday, November 9 at 2 p.m. eastern standard time and may last up to three and a half minutes.
The EAS is a national alert and warning system established to enable the President United States (then, an act of the Truman administration) to notify the American public during emergencies. NOAA’s National Weather Service, governors and state and local emergency authorities also use parts of the system to issue more localized emergency alerts. http://www.fema.gov/news/newsrelease.fema?id=55722
On November 9, at 2 PM EST, FEMA will transmit the EAS code for national level emergencies to Primary Entry Point (PEP) stations in the national level of the EAS. The PEP stations will then rebroadcast the alert to the general public in their broadcast vicinity, as well as to the next level of EAS Participants monitoring them. This should continue through all levels of the system.
According to information distributed to the Office of Emergency Services residents can expect to hear a set of tones or noises that will begin the test. Next will follow a message indicating the Emergency Alert System has been activated as part of a nationwide live test. The entire test message will last approximately three minutes.
RC Faulk, deputy director of emergency services, wants the public to be aware of the scheduled test and not to panic. Adding, the national Emergency Alert System (EAS)
requires all broadcasters, cable television systems, radio, satellite audio radio receivers and broadcast satellite providers make available to the President of the United States their broadcasting assistance during a national emergency. Could it be a test of The Human Identification at a Distance (HumanID) project developed automated biometric identification technologies? Designed to detect, recognize and identify humans at great distances for “force protection”, crime prevention, and “homeland security/defense” purposes? http://en.wikipedia.org/wiki/Information_Awareness_Office. Maybe the Evidence Extraction and Link Discovery (EELD) to learn patterns designed to design systems will come into play. EELD is supposed to have the ability to extract data from multiple sources (e.g., text messages, social networking sites, financial records, and web pages.) Perhaps we should focus on Project ECHELON during the test of the EBS. The ability to intercept communications depends on the medium used, be it radio, satellite, microwave, cellular or fiber-optic.

As two-way meters and sensors get installed, a number of companies are focusing on the networking portion of the grid. The Weather Channel Companies are owned by a consortium of nice folks just like so many other companies. TWC owners are NBC Universal and private equity firms Bain Capital and The Blackstone Group.
Comcast is a 51% owner of NBC and GE owns 49%. Who headed Blackstone? Peter G. What about mobile phones?
Known as the Personal Localized Alerting Network, or PLAN, the new system will be a free service for people in New York and Washington who have enabled phones and are customers of Verizon, AT&T, Sprint or T-Mobile mobile phone systems.
“This new technology could become a lifeline for millions of Americans and is another tool that will strengthen our nation’s resilience against all hazards,” W. Craig Fugate, the administrator of the Federal Emergency Management Agency, said in a statement.
Julius Genachowski, the chairman of the Federal Communications Commission, said the system was designed to minimize the ability of hackers or spammers to send fraudulent messages. Back to the weather or at least weather prediction for just a moment- something we’re mostly familiar with, NOWARD, the National Operational Weather Radar. So who might own NOWARD ?

Is this test of the EAS just predictive programming?
What about Near Earth Objects, Nuclear, Solar, atmospherics threats? Could the events from Fukushima have sent enough alpha, beta and gamma ray particles into the atmosphere to effect the weather? And, just what kind of energy is the earth releasing before and after major earthquakes as seen in Turkey, Japan, Italy, etc?
